I'm going to call the Arbites to mediate this dispute-you can either settle now, and look like you might have something to hide, at the same time showing your other rivals that this is a threat you can't handle or you can go ahead and risk them finding out what you actually are hiding. Maybe it's a kind of game of chicken between great houses: Maybe the people likely to being them into it would be the ones who were in the weaker bargaining position or who had less to lose. I also figured that since they are meant to be incorruptible, if you wanted a fair and fast ruling you would go to them rather than running it up the chain to get stuck on some administrators shelf for the next forty years. I also figure that on any given planet the Arbites are a faction in their own right and senior judges would probably want to apply the law in a way that would help preserve the social order of their planet rather than creating problematic power vacuums. I just got the impression that if the Arbites really went around shooting everyone who disobeyed the unforgiving letter of the Emperor's law there wouldn't be many aristocrats left.
